Non-allocable Segregated University Fees at the Whitewater Campus (Interim Procedure #170.B)

Purpose of Procedure

This procedure establishes the processes governing the development, review, and recommendation of non-allocable Segregated University Fees at the Whitewater Campus of the University of Wisconsin–Whitewater. This procedure is intended to ensure that non-allocable Segregated University Fees are developed in a manner that provides meaningful student participation, maintains transparency, and complies with applicable law, Regent policy, and Universities of Wisconsin policy.

Definitions

Non-allocable Segregated University Fees: Those Segregated University Fees used to support foundational, long-term and/or educational opportunities that happen without connection to traditional academic programs. Typical expenses include, but are not limited to, fixed financial obligations, personnel costs, ongoing operating and debt service costs of student unions, health centers, child care centers, recreational and athletic facilities, transit services, and similar commitments.

Procedures

A.  Purpose of Funding

Non-allocable Segregated University Fees support long-term commitments for fixed financial obligations, personnel costs, and ongoing operating expenses of university-owned or controlled facilities and services.

    C.  Non-Allocable Leadership Team (NALT)

      1. The voting members of the Non-Allocable Leadership Team shall consist of the Chair and two Vice Chairs of the Segregated University Fee Allocation Committee; the President, the Vice President, and the Speaker of the Senate of the Whitewater Student Government.
      2. The Advisors of the Non-Allocable Leadership Team shall consist of the Vice Chancellor for Student Affairs, or designee; Assistant Vice Chancellor for Financial Services, or designee; and, in the discretion of the student members, the Whitewater Student Government Advisor.
        1. Advisors are non-students and shall serve in a non-voting capacity to provide guidance, institutional knowledge, and technical support. Advisors shall not participate in the determination of recommendations.
        2. Advisors will coordinate the distribution of information, including budget workbooks, timelines, and directions to the campus department leadership who request funds.
      3. The Non-Allocable Leadership Team must select a Convener from among its voting members, who will facilitate hearings and deliberations, coordinate the development of the creation of a presentation, and serve as the primary student representative in the non-allocable process.
      4. All members of the Non-Allocable Leadership Team will act in an ethical manner. This includes not making any malicious or defamatory statements that would result in the degradation of the segregated fee process. In the event that a student organization (who is not the Whitewater Student Government) should request non-allocable segregated fees, the standard of viewpoint neutrality applies.

    D.  Training and Budget Priorities

      1. Each summer, members of the Non-Allocable Leadership Team will have an opportunity to meet with the Chancellor and other relevant parties to discuss general parameters and objectives for the upcoming budget cycle
      2. Advisors will coordinate training for members prior to the first hearing.

    E.  Development of Departmental Budgets

      1. Any campus department or unit who is requesting funding for costs of contractual or essential services that benefit all students where the following are true, shall be eligible to apply for non-allocable funding:
        1. The Chancellor agrees that there is a substantial need for the services, that the institution cannot provide them, and that the extraordinary need demonstrated warrants the services; and.
        2. Contractual services are secured pursuant to required state procurement processes.
      2. Eligibility determinations shall be based on the uniqueness of the service provided and the benefit to the campus community. Funding shall not be granted where there is substantial duplication of services that are reasonably accessible elsewhere on campus.
      3. Each department that receives non-allocable funding will present information about the department itself and its budget request in a format determined by the Non-Allocable Leadership Team.
        1. Each department receiving non-allocable funding may be asked to demonstrate services, engagement, and resources provided to students in their preliminary departmental presentations and budget presentations.

    F.  Budget Deliberation

      1. The Non-Allocable Leadership Team will deliberate on all non-allocable Segregated University Fee budget requests following the conclusion of departmental presentations and the receipt of all relevant materials.
      2. Only voting members of the Non-Allocable Leadership Team may vote on determining recommendations.
      3. Following deliberation, the Non-Allocable Leadership Team shall develop a recommendation for non-allocable Segregated University Fees.
      4. The recommendation shall reflect the collective judgment of the voting members based on the information presented, applicable policy requirements, and institutional priorities.

    G.  Final Budget Recommendations and Presentation

      1. Following the development of recommendations, the Non-Allocable Leadership Team shall forward its recommendations for non-allocable Segregated University Fees to the Chancellor.
      2. The Non-Allocable Leadership team shall hold a meeting with the Chancellor and relevant stakeholders to present the recommendations, provide context, and answer questions regarding the recommendations made.
      3. The Chancellor shall review the recommendations submitted by the Non-Allocable Leadership Team and may approve, modify, or return the recommendations. Any modifications made by the Chancellor shall be consistent with applicable law and policy and communicated to the Non-Allocable Leadership Team.
      4. Following review and approval by the Chancellor, the recommended non-allocable Segregated University Fees shall be submitted to the Board of Regents of the Universities of Wisconsin.

    H.  Procedural Review

      1. This policy and its associated procedures shall be reviewed no later than 2 years after its approval, by a Policy Review Committee. Revisions shall be made in accordance with UW-Whitewater policy development and approval processes. Revisions shall require approval of the Segregated University Fee Allocation Committee, the Senate of the Whitewater Student Government, and the Rock Student Government Association.
