&lt;p&gt;&lt;span style="font-size: 16px;"&gt;&lt;strong&gt;B.&amp;nbsp; Allocable Segregated University Fees&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li style="list-style-type: none;"&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Purpose of Funding&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Allocable Segregated Fees are intended to provide substantial support for campus student activities that beneﬁt the student population at UW-Whitewater at Rock County. Funds are allocated by students, in consultation with the Chancellor and subject to the ﬁnal conﬁrmation of the Board of Regents. Allocable funding impacts the greatest number of students possible, is shared across the campus, and beneﬁts more than one student.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Eligibility&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Groups must be a ratiﬁed student organization by the Rock Student Government Association (RSGA) and operating on the Rock County campus.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Groups that restrict general membership in the following ways, including but not limited to are not eligible:&lt;/span&gt;
&lt;ol&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Academic status (i.e., major and/or minor, GPA, and credit completion).Race, color, national origin, gender, gender identity or expression, religion, age, disability, veteran status, ancestry, creed, sexual orientation, marital status, arrest record, military service, guard or reserve status, income level or source, witness protection, or any other federally protected identity.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Social Greek organizations, such as fraternities, sororities, or societies, or honorary/professional societies.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Credit generating activities or organizations.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Organizations must demonstrate potential campus-wide beneﬁt and access to all Rock students.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Singular events or programs may be approved for funding, regardless of the student organization&amp;rsquo;s eligibility, if the event/program is of signiﬁcant campus-wide beneﬁt.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Eligibility determinations shall be based on the uniqueness of the service provided and the beneﬁt to the campus community. Funding shall not be granted where there is substantial duplication of services that are reasonably accessible elsewhere on campus.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Funding Criteria&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Groups wishing to be funded for a ﬁscal year must follow the application process, meet all expectations of budget and allocation request document submission, be knowledgeable of the Rock Segregated University Fee Committee Funding Guidelines and attend budget hearings to explain the request and respond to questions.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Rock Student Government Association reserves the right to further seek any supporting organizational documents which may assist in determining eligibility including, but not limited to, documentation presented in submissions.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Eligible organizations have the right to appeal the Rock Segregated University Fee Committee&amp;rsquo;s decision.&lt;/span&gt;
&lt;ol&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;In accordance with UW System Policy 820, a process is developed for the review of student fee funding decisions involving allegations that the decision was a violation of viewpoint neutrality.&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Late submission of budget materials to the Rock Segregated University Fee Committee, disagreement with the Rock Segregated University Fee Committee&amp;rsquo;s decision, or failing to attend a budget hearing does not constitute an appeal unless there are allegations of viewpoint neutrality.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;A group that applied for segregated fees who believes it has been aggrieved by an allocable student segregated fee funding decision or eligibility decision made by the Rock Segregated University Fee Committee or the Rock Student Government Association, speciﬁcally regarding the viewpoint neutrality applied to the request, may appeal the decision as deﬁned below.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Assistant Vice Chancellor for UW-Whitewater at Rock County&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Assistant Vice Chancellor for UW-Whitewater at Rock County or their designee is responsible for the administration of an appeals process.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Process:&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The complainant contacts the Assistant Vice Chancellor for UW-Whitewater at Rock County, or their designee, by email.&lt;/span&gt;
&lt;ol&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The email must be submitted within 72 hours of receipt of the governing body&amp;rsquo;s recommendation or decision.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The email must include the name of the organization, the decision or recommendation as made by the Rock Segregated University Fee Committee or the Rock Student Government Association, and reasons why the complainant believes viewpoint neutrality has been violated.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Assistant Vice Chancellor for UW-Whitewater at Rock County, or their designee, will conﬁrm receipt of the email and share its contents with the appropriate governing body within 72 hours of receipt.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Assistant Vice Chancellor for UW-Whitewater at Rock County, or their designee, shall conduct a review and make a ﬁnal determination as to whether the decision or recommendation shall be upheld, modiﬁed, or reversed.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The decision of the Assistant Vice Chancellor for UW-Whitewater at Rock County, or their designee, shall be provided to the student organization, the Rock Student Government Association, and the Rock Segregated University Fee Committee in writing no later than seven (7) calendar days from receipt of the written appeal, unless extenuating circumstances warrant additional time. The decision of the Assistant Vice Chancellor for UW-Whitewater at Rock County, or their designee, is ﬁnal.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Application and Hearing Process&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Registered student organizations seeking funding must submit materials within timelines established each year.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; Organizations shall be responsible for ensuring that submitted information is complete, accurate, and consistent with applicable policy and procedures. Failure to submit required materials or to comply with application requirements may result in denial of funding.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; Organizations seeking funding may be asked to attend a hearing to present the request and answer questions from the Rock Segregated University Fee Committee.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; Deliberation and Voting Recommendations&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Only voting members of the Rock Segregated University Fee Committee shall determine recommendations. Advisors and other non-voting participants shall not participate in the determination of recommendations.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Voting members shall recuse themselves from any matter in which a conﬂict of interest exists. A conﬂict of interest includes, but is not limited to creation or presentation of a student organization budget or direct aﬃliation with an organization or entity requesting funding.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Rock Student Government Association President and Treasurer, with support of the advisor, will coordinate a training and orientation for new members of the committee to ensure they are able to fully participate in hearings and deliberations, including but not limited to applicable law and policy, viewpoint neutrality requirements, and budgetary processes.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;All meetings of the Rock Segregated University Fee Committee shall be conducted in compliance with Wisconsin Statute 19.81 - 19.98.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Notiﬁcation of Funding Decisions&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Rock Segregated University Fee Committee will notify in writing the recommended ﬁscal year allocations to the student organization advisor and leadership.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;No Guarantee of Funding&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Although a group may be eligible for funding, it does not guarantee they will receive any allocation. Additionally, continuous funding from one ﬁscal year to the next is not guaranteed. Rock Segregated University Fee Committee may recommend partial funding or no funding.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Whitewater Student Government Review&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Recommendations regarding allocable Segregated University Fees from the Rock County campus shall be subject to review and approval by the Senate of the Whitewater Student Government prior to submission to the Chancellor.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Recommendations regarding non-allocable Segregated University Fees from the Rock County campus shall be forwarded to the Chancellor for approval.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: 16px;"&gt;&lt;strong&gt;C.&amp;nbsp; Non-allocable Segregated University Fees&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li style="list-style-type: none;"&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Purpose of Funding&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Funds used support commitments for ﬁxed ﬁnancial obligations, personnel costs, ongoing operating and debt service costs of student unions, health centers, childcare centers, recreational and athletic facilities and other university owned or controlled buildings; transit and busing services in accordance with WI Stat 36.09(3).&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Departmental Budget Development&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;UW-Whitewater at Rock County Departments submit the Segregated Fee Request utilizing the UW-Whitewater NALT Budget Workbooks. Rock Department Leadership works with the Rock Campus College of Integrated Studies Dean, UW-Whitewater Student Aﬀairs Leadership, UW-Whitewater Budget Oﬃce and Rock Student Government Association Advisor to create a budget, represent the department during Rock Segregated University Fee Committee hearings, manage purchases, reimbursements, documentation and audits.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Review and Coordination&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Rock Segregated University Fee Committee reviews the non-allocable department requests and works with the Rock Student Government Association Advisor, Whitewater Student Aﬀairs Leadership, Rock Department Managers, and Budget Oﬃce.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Departments are requested to attend a hearing with the Rock Segregated University Fee Committee with the purpose of presenting the budget request and responding to questions.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Whitewater Student Government Review&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;

&lt;ol&gt;
&lt;li style="list-style-type: none;"&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Rock Student Government Association&lt;/span&gt;
&lt;ol style="list-style-type: lower-roman;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Rock Segregated University Fee Committee&lt;/span&gt;
&lt;ol&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Committee is comprised of the Rock Student Government Association Treasurer, four Rock Student Government Association senators, and one additional student currently enrolled at the UW-Whitewater at Rock County Campus. The Rock Student Government Association identiﬁes and selects the additional student appointment.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Rock Segregated University Fee Committee recommends Allocable Segregated Fee funding/allocations for ratiﬁed student organizations at the Rock Campus. The Rock Segregated University Fee Committee also reviews non-allocable requests from departments that provide ongoing services. The Rock Segregated University Fee Committee will be responsible for all of the following responsibilities:&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Attend scheduled training, committee meetings, and budget hearings and deliberations.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Review funding application materials in preparation for budget hearing.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; Meet as often as necessary to complete the budget review and recommendation process.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Work with administration, the Whitewater Student Government, and the Budget Oﬃce to align processes and procedures.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The Rock Student Government Association Treasurer will serve as the chair of the Rock Segregated University Fee Committee and will be responsible for all of the following responsibilities:&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Lead all Rock Segregated University Fee Committee meetings in accordance with appropriate parliamentary procedures.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Communicate committee actions to the Rock Student Government Association and groups who are allocated funds.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Participate in the non-allocable funding process.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Present ﬁnal recommendations to the Rock Student Government Association, the Whitewater Student Government, and the Chancellor.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Meetings and records&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Meeting agendas and supporting documents must be distributed and posted according to Wisconsin Open Meetings Law.&lt;/span&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; Voting authority&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;

&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Advisors to the Rock County Segregated University Fee Committee shall be designated by the appropriate University oﬃces. Advisors are non-students and shall serve in a non-voting capacity and provide guidance and institutional support.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;The student members of the Rock County Segregated University Fee Committee will be given an opportunity to provide direct input regarding candidates who may advise them.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt; The Rock Segregated University Fee Committee Advisor will advise the Rock Segregated University Fee Committee and will be responsible for all of the following responsibilities:&lt;/span&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Provide support and guidance to the committee. Support includes calendar maintenance, room reservations, gathering of additional information and provision of additional viewpoints, policy, etc.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;coordinates orientation and training regarding policies, processes, viewpoint neutrality and assists in monitoring its compliance throughout the process.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Serve as a non-voting member of the Rock Segregated University Fee Committee and should not seek to have undue inﬂuence over the student voting members.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;Work closely with Rock Campus Departments and Administration; the Division of Student Aﬀairs, the Budget Oﬃce, and the Whitewater Student Government to facilitate the allocation process.&lt;/span&gt;&lt;/li&gt;

&lt;p&gt;&lt;span style="font-size: 16px;"&gt;&lt;strong&gt;E.&amp;nbsp; Procedural Review&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;li style="list-style-type: none;"&gt;
&lt;ol style="list-style-type: lower-alpha;"&gt;
&lt;li&gt;&lt;span style="font-size: 16px;"&gt;This policy and its associated procedures shall be reviewed no later than 2 years after its approval, by a Policy Review Committee. Revisions shall be made in accordance with UW-Whitewater policy development and approval processes.&amp;nbsp; Revisions shall require approval of the Segregated University Fee Allocation Committee, the Senate of the Whitewater Student Government, and the Rock Student Government Association.&lt;/span&gt;&lt;/li&gt;
